E-mail Notifications For Subscribed Discussion Forums Are Not Received For Subscribed Users (Doc ID 1521404.1)

Symptoms

Notifications are not received via e-mail to users who subscribed to a discussion topic from a group space.

Send Mail, and other notifications are working correctly from the WebCenter Space.
All steps from <Note 1182383.1> How To Create a SMTP Only Mail Connection?  have been completed including the patch applied.
