Source Publish Queue Data Is Corrupted And Out Of Sync With Target (Doc ID 1521885.1)

Symptoms

The Source publish queue data is corrupted and out of sync with the assets that are actually in the Target server where:

A. The publish queue thinks an unpublished asset is published and exists on the Target server.
B. The publish queue thinks an unpublished version of an asset is published and exists on the Target server.

Which caused the following problems:

A. It allows for the approval and publish of other assets that references unpublished assets. This creates broken assets in the delivery with broken references to unpublished assets that does *not* actually exist in Target server.
B. Cannot re-approve the unpublished asset or unpublished version of an asset as the publish queue thinks the asset or version is already published and exists in the Target server.
