BAM 11g: Startup Failure in the Second Node of a Cluster due to "The StorageEngine is locked by another process." (Doc ID 1522131.1)

Symptoms

This issue occurs on a BAM 11g Clustered environment.  Specifically, when attempting to start the second managed server of the BAM cluster the server hangs and doesn't finish the start-up process
That this issue has been encountered, can be confirmed by reviewing the BAM diagnostic.log file from the second node and locating the following Notification occurs:
