DeploymentException: WELD-001408 When Jar is in APP-INF/LIB of CDI-enabled Application (Doc ID 1523283.1)

Symptoms

An application deployment fails with the  "DeploymentException: WELD-001408 Unsatisfied dependencies for type" exception.

This problem occurs when jars (used in for CDI processing)  are placed in "APP-INF/lib"  - and,  "APP-INF/lib" is not specified in the application
deployment descriptor file (application.xml) .

If those jars are placed in "lib" of the  application ear file (which is standard J2EE location), this problem does not occur.
