Unable Able To Post On A User's Activities Tab Unless That Person Is A Connection. (Doc ID 1524359.1)

Symptoms

Unable able to post on a user's Activities tab unless that person is a connection.  If there is not a connection, this error is displayed:

WCS#2012.10.31.18.21.26: Message cannot be added to the Message Board.
