Insufficient Privileges Error when Selecting an Image During Contribution (Doc ID 1524676.1)

Symptoms

In Site Studio Contribution mode the user is getting a permissions error while trying to insert an image in the site studio element.  The user has read access to the image and write access to the data file. The permissions error is seen only at the point of selecting an image and not while saving the data file.
