After upgrading SOA Environment from to, wsm-pm deployment fails with the following exception


weblogic.application.ModuleException: [HTTP:101216]Servlet: "PolicyManagerValidator" failed to preload on startup in Web application: "/wsm-pm".

The issue can be reproduced at will with the following steps:

  1. Upgrade to a SOA environment from to
  2. Start the SOA Server which uses wsm-pm application to get the exception
  3. The above failure occurs if the application deployed through console as well


The issue has the following business impact:
Due to this issue, upgraded SOA environment because unusable, and SOA infrastructure is not able to use the wsm policies.
