Notification Framework is Not Sending Emails to Both Original User and Proxy User When Proxy is Setup (Doc ID 1527724.1)

Symptoms

On : 11.1.1.5.0 version, Workflow Service Engine

ACTUAL BEHAVIOR
---------------
When a task is assigned to a Proxy User in OIM, only the proxy user is getting notified and the original user is not notified with the email notification

Expected behavior

Both the original and proxy user should get notification

Steps to reproduce

The issue can be reproduced at will with the following steps:

  1. Create a user and proxy user in OIM
  2. Set the task gets assigned to proxy user instead whenever a task is getting assigned to the original user (vacation)
  3. Notice only the proxy user get the email notification

Business Impact

The issue has the following business impact:
Due to this issue, the original user is not aware of the task gets assigned to the proxy user (OIM concept).
