Oracle Fusion Middleware 11.1.1.3 and higher - primarily Web Tier installation type

May also occur with any installation where Oracle HTTP Server exists, including 11.1.2.x releases

Symptoms

CopyConfig command is failing.

Command used : $MW_HOME\oracle_common\bin\copyConfig.cmd -javaHome <JDK_HOME>
-archiveLoc <PATH_TMP>\OHS1.jar
-sourceInstanceHomeLoc <INSTANCE_HOME>
-sourceComponentName ohs1 -logDirLoc <PATH_TMP>\log

Next exception appears in the command prompt from where the command has been launched :
