OAM11g : Registration With Forms 11.1.2.0.0 Fails With Error "error INST-07539" (Doc ID 1528311.1)

When installing Forms and Report 11.1.2.0.0 with Oracle Access Manager (OAM) 11.1.1.5.2 (11.1.1.5.0 bundle Patch 02) as explained "1.4.1 Securing Oracle Forms and Reports With Oracle Access Manager 11g" , the Forms wizard is unable to overcome step "A.2.15 Access Control" of the "A.2 Descriptions of the Oracle Forms and Reports Installation and Configuration Screens".

It fails with the error message :

This issue which was not seen with OAM 11.1.1.5.0 is recorded with OAM 11.1.1.5.0 BP02 and higher.
