If you're integrating with Primavera you may see an error: "WSS Header is Missing from Request. Can't Do Username Token Authentication"
If you're using a webservice other than Primvera, and if you check the header you'll notice that there is no security policy in the header even though you've configured a security policy for the web service.
Also there's no error in the logs.
