When a Content Item is Resubmitted For Conversion, Receiving "Unable to execute service method resubmitDocToConversion" Error (Doc ID 1528831.1)

Symptoms

When a content item that was not full text indexed is resubmitted for conversion, a NullPointerException is encountered. The content item does convert if submitted as a new document, it is just the resubmit button on the doc info page that causes the following error.
