"Unexpected Error - (0)null" When Policy is Deployed to the Gateway

Symptoms
A policy file that changes "Maximum memory per request" is imported into Policy Studio, and deployed to the Gateway.
Any subsequent attempt to deploy to the Gateway fails, for example with a pop-up from Policy Studio,
The following error occurred: Unexpected Error - (0)null.
or an Exception shown on the console in Policy Studio
