Symptoms can vary for this issue. From an end-user's perspective, the symptom could be that selecting options in a website results in an obscure error or they are told that there was some kind of internal error. The website's page may also change to what appears to be an internal WebServer Content view with Trays. Another symptom may be that you receive other errors related to lacking resources. In the WebCenter Content logs, you may see that no connections are available. Alternatively, in the WebServer logs you would see errors of the form:
