Different Encodings in a WebCenter Sites installation. (Doc ID 1531367.1)

Goal

When migrating an environment to another location on CS6.3, these settings were in place:
- cs.contenttype=ISO-8859-1
- file.encoding=ISO-8859-1

Oracle Database has NLS_CHARACTERSET=UTF-8

In CS6.3 everything works fine.

But now in WebCenter Sites 11gR1, some literals in the new Contributor interface are displayed incorrectly (there are also exceptions parsing XMLs mentioning that it contains UTF-8 characters).

Is this a supported configuration where the encoding of the database is different from the encoding used in the rest of the platform?
