B2B 11g: Inbound File with Multiple Transactions (Combination of 997 & non-997) Failing (Doc ID 1532358.1)

Symptoms

On : 11.1.1.5.0 version, Deployment of TP Agreements

ACTUAL BEHAVIOR
---------------
B2B INBOUND FILE WITH MULTIPLE TRANSACTIONS(COMBINATION OF 997 & NON-997) FAILING

When an inbound file has multiple transactions (for example, the file has one 997 and one 214)
only the 997 is processing and remaining transactions are erroring.

If the 997 is the first transaction in the file - only 997 is processed, 214 is rejected.
If the 997 is the last transaction in file - all the transactions are processing correctly

EXPECTED BEHAVIOR

997 and 214 are processed properly no matter the order in the file.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Send file with 997 as the first message in the file (followed by a 214 in the file)
2. Notice 214 is rejected (MSG_ERROR)
3. Send file with 214 as the first message in the file (followed by a 997 in the file)
4. Notice both documents are processed properly
