What causes the following error?

[2014-10-02 16:16:32,787 CST] [ERROR] [SSFlush-1-1376555039354] [com.fatwire.logging.cs] com.fatwire.cs.core.http.HttpAccessException: org.apache.http.conn.HttpHostConnectException: Connection to http://my-server:7003 refused
