When Accessing SSO for EBS and ECM Pages, Encountered With Error "System Error. Please Re-try Your Action"

OAM 11g WebGates
Having integrated EBS & ECM 11g with IAM 22.214.171.124.0. Successfully Connected to EBS (SSO), then in the same browser another tab, trying to connect to ECM11g (for SSO) and at this point it should redirect to the ECM home page, However a sso login page is displayed and when entering credentials its throwing an error "System error. Please re-try your action. If you continue to get this error, please contact the Administrator."
But the SSO does work well when first login to ECM and then later jump to EBS.
So, here when first access to ECM resource, only 1 single authentication prompt is needed and we can also get access to EBS page WITHOUT any further 2nd authentication being prompted, since user is already logged in first with ECM.
When we first access the EBS resource and thus login at first time to access it, EBS works BUT later user cannot jump into ECM page and is even requested to login with a 2nd authentication being prompted.
