Cannot Access Admin UI - Asset FW_View:1230987654321 Can Not be Found in Content Server

Symptoms
After restarting a server, users can no longer access Admin UI. After entering credentials, users are seeing a blank screen.
Receive the following error in sites.log:
[com.fatwire.rest] [ERROR] Error in retrieiving views com.fatwire.assetapi.common.AssetNotExistException: Asset FW_View:<id> can not be found in Content Server
Checked FW_Application, FW_View, and AssetRelationTree tables. The related assets and association are in place.
InCache is enabled with -Dnet.sf.ehcache.enableShutdownHook=true in the jvm parameter for server startup.
Some/All cache components in cs-cache.xml, linked-cache.xml have overflowToDisk="true".
