weblogic.utils.UnsyncCircularQueue$FullQueueException: Queue Exceed Maximum Capacity Of: '65536' Elements - Exception Occurs When Starting more than 30 Managed Servers Simultaneously (Doc ID 1534077.1)

Symptoms

For WebLogic Server (WLS) versions, from 8.1 to 9.2 MP4, one or more servers in cluster could fail to start with the below exception:

 These two tests were ran to illustrate the issue:

- Test 1:
a) To simultaneously start 24 managed servers of the physical server: Server-A
b) To wait that all managed servers are started.
c) To simultaneously start 24 managed servers of the physical server: Server-B
d) To wait that all managed servers are started.

- Test2:
To simultaneously start 48 managed servers of the physical servers: Server-A and Server-B

Test 1 succeeded but Test 2 failed because 6 servers did not start (4 from Server-A and 2 from Server-B) with the following error:
weblogic.utils.UnsyncCircularQueue$FullQueueException: Queue exceed maximum capacity of: '65536' elements
