Folder Propagation Behaves Differently Between Users (Doc ID 1534162.1)

Symptoms

Using WebCenter Content 11.1.1.6.0 with Folders_g

When trying to propagate an information field from a folder to all sub folders and documents, following error gets raised:

Content Server Request Failed
Error Unable to propagate information fields. Cannot administrate folder

The problem occurs when the user that runs the propagation is different from the document owner, even though the user has RW privileges on the folder, so the user should be allowed to propagate the information fields.
