Admin console shows that a DS instance is "stopped" yet "pgrep -lf slapd" shows that the instance is running (Doc ID 1535180.1)

A DS instance running on port 1791 shows "stopped" via the admin console, yet "pgrep -lf slapd" shows that the instance is running  and "netstat -an |grep <DS port>" shows that the port is listening.

If one tries to stop the DS instance using "stop-slapd" via the command line, then restart it via the admin console a pop up window titled "Start Directory Server" will indicate that the DS has been started (confirmed with the DS errors log), but a message shows "Directory server <instance name> could not be started" will show up on the pop up window!
