User Is Unable To Modify Folder He Created when AuthorDelete=false (Doc ID 1535716.1)

Symptoms

Given a system where AuthorDelete=false, a user is unable to modify the Folder Information on a Framework Folder he creates even though he has RW permission to the folder's security group and account.

The Edit Folder form is displayed, but none of the fields are editable and the Save button is grayed out.
