SOA 11g: Emails are not Sent to Initiator for Task Assigned to Group and Task Complete (Doc ID 1536154.1)

Symptoms

On : 11.1.1.5.0 version, Workflow Service Engine

ACTUAL BEHAVIOR
---------------
Human task Notification is configured to send notification to "Initiator" when task status "Complete". When the task has multiple stages and when task gets complete, the initiator is not getting email.

EXPECTED BEHAVIOR
-----------------------
Human workflow Notification framework should send notifications correctly to the recipients.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Issue reported is sporadic. Here are the setup for the usecase
1. Create a Human Task
2. Set the notification with
Task Status=Complete
Recipient = Initiator
3. Create multiple stages for the approvals.
4. Verify the email is sent to the Initiator of the task when task completes.
