Publish to Folio from Active Content Basket Creates Invalid Folio: Cannot Add Nodes, Slots, etc. (Doc ID 1536170.1)

Symptoms

You add some items to your active content basket. From there, you choose the Publish to Folio option from the Actions menu on the content basket.

When you publish to the new folio, the Source Items are there, but it will not let you create nodes or slots in which to put the content. You see the menu that shows Create Node / Create Slot, but when you click on an option, nothing happens.
