Windows 8.3 Naming Convention on Shared File System Causes Error: "Unable to Copy the File"

Symptoms
When attempting to check in a new revision of content id with 6 alphanumeric characters (such as 6D2-17) the following error occurs:
Unable to copy the file '//shared/ucm/vault/xyz/67712.doc' to '//shared/ucm/weblayout/groups/abc/documents/xyz/6d2-17~1.doc'.
The issue can be reproduced at will with checking out document 6D2-17 and attempting to checkin a revised version.
On the Windows server, trying to create a file called 6D2-17~1.doc will create an error as well. This occurs when not using the content server, but just Windows Explorer. The file 62D-17~1.doc is created without error, but 6D2-17~1.doc does cause an error. Attempting to rename 62D-17~1.doc to 6D2-17~1.doc causes the error 'The file or folder does not exist'.
