WebCenter Content (WCC) OPatch Causes Error While Deploying Application in Custom Portal Server (Doc ID 1537178.1)

Scenario which starts the deployment problem is as follows:

Problem while contributing datafiles based on any region definition that includes a WYSIWYG element. To recover the images we use the tag [!--$wcmUrl('resource','dDocName')--] where dDocName is the image file dDocName.

In normal behavior, when you place this tag in the editor, the tag is stored in the datafile and the image address is dynamically resolved to ensure that it's always updated. But we have found a use case where WCC does not store the tag but a resolved url to the image file, it happens when you include the tag into a list item background image (in order to change the list item icon). This normally works, but when users move the contents from one server to another (i.e. development environment to production environment) as this url into the vault may change, users end up with images that cannot be seen.

To resolve above issue, installed latest WCC OPatch but after installing it, deployment of custom application fails in WC_CustomPortal server and displays the following error message:
