STCCMD command fails to start eWay sometimes but works most of the times

A CRON job using STCCMD command is written that issues start command on a stcdgwtcpiphl7.exe eWay.

This usually starts the eWay with around 66% success rate, but need a solution that starts the eWay without failure, i.e at 100% success rate.

Example of command in CRON job:
/egate/client/bin/stccmd -rh HOSTNAME -rs SCHEMANAME -cb cb_name -un Administrator -up PASS -cmd "start ew_varian_mdm_cerner_sths_out"

start: command forwarded to Control Broker.
Command : Start - Had no effect, for ew_varian_mdm_cerner_sths_out


CRON job starts the eWay around 66% of the times but fails the other time.


STCCMD command should start the eWays all the time without failure.

The issue can be reproduced at will with the following steps:
1. Let the CRON job trigger and attempt starting the eWay and observe the results of failure to start sometimes.
