OC4J 10.1.3.5 Hangs When It Receives Empty SOAP/WS Message

Symptoms
When OC4J 10.1.3.5 server received a SOAP/Web-Service message that is empty, the application thread hangs and never ends.
If an empty message is passed to the com.evermind.io.ChunkedInputStream then the application server eventually goes into a hang state during ChunkedInputStream.read()
This issue was not observed in 10.1.3.3
