Admin Applet Registers Pending Change on dUserType field, Unable to get "Update Database Design" to Complete (Doc ID 1537736.1)

Symptoms

On : 11.1.1.6.0 version, Content Server

After Upgrade to 11g, the dUserType field is set to text but the Admin Applet believes it should be LongText so is activating the "update database design' button. When clicked, the process does not complete and
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Upgrade to 11g
2. Login to content server, click on administration -> Admin -> UserAdmin -> Information Fields tab, update database design

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot compete testing
