At some point - either in MLR9 or 10, the FF security inheritance behavior changed :

Prior :

If a user specify security on Folder Information and leave Folder Metadata security values blank the content item will inherit the security that was specified on the Folder Information. We also found that as soon as a Security Group was specified on the Folder Metadata values then the security on the Folder Information (Security Group, Account, and ACL) was ignored and the content item inherited only the security group that was specified on the folder metadata.

now :

The content item inherited the security group from the Folder Metadata but also the ACL specified on the Folder Information which is a combination of the Folder Information and Folder Metadata.
