File Store Provider - Issue with partition created outside default weblayout location (Doc ID 1538632.1)

Symptoms

File store provider partition is created on WCC(MLR11)+Framework Folder environment. This partition is set up outside the default /weblayout location .

When content (pdf post-conversion by IBR) is checked in to the above partition and when users are accessing it from WCC UI - Content Information - Web Url then the following error is showing up :

Error 404--Not Found

Same environment when set up with Folders_g works fine and is rendering the content from new partition created.
