How to Use "Leaked Connection Count" to Monitor the Application (Doc ID 1539273.1)

Goal

Through the Administration Console JDBC Monitoring tab, the "Leaked Connection Count" statistic is reported.  Would like to have a script that provides an alert once "Leaked Connection Count" reaches a specified threshold.   How to go about creating such a script?
