In Java CAPS 5.1.3, a latency is observed in messages reaching the consuming Java Collaboration after they are received on inbound HL7 Port. (Doc ID 1539358.1)

On : 5.1.3 version, TCP/IP HL7 Adapter

ACTUAL BEHAVIOR
---------------
JCAPS 513, messages taking anywhere from 1min to 3min to get from HL7 port to jcd.

An example of delay:

Source system delivers the message @ 21:00
Via TCP Sniffers its confirmed that the message was received @ 21:00:00
But according to the application logs the receipt of message is around 21:03.

Since there was a delay, the ACK does not reach sender in time and they reset their interface.

EXPECTED BEHAVIOR
-----------------------
There should be no delay in sending ACK to sender.
