Is it possible to Configure the Timestamp Format for an OWSM Policy? (Doc ID 1539404.1)

Goal

A third party application requires that the timestamp precision for the tag <wsu:Created> should be in this format  (yyyy-mm-ddThh:mm:ss.sssZ as in 2015-01-01T01:01:01.101Z) instead of the default standard format (yyyy-mm-ddThh:mm:ssZ as in 2015-01-01T01:01:01Z)

If the standard format is used in SOA 11.1.1.x to provide the request for this external service, the service will fail with and invalid date format exception.

Is there a way to change the behavior in OWSM to allow the timestamp format in the request to be modified to match what is expected by the third party service?
