  1. Increase broker JVM[TM] heap size
 2. If acceptable, use DUPS_OK_ACKNOWLEDGE acknowledgement mode for NONPERSISTENT messages.
 3. Limit total message capacity of the broker
 4. Limit Destination Sizes (3.5, 3.6, 3.7)
 5. Limit Queue Sizes (3.x/4.x)
 6. Increase Broker Memory Checking Interval
 7. Enable Client Connection Flow Control (3.0.1)
 8. Enable Consumer Flow Control (3.5, 3.6, 3.7, 4.x)
 9. Use TTL (Message Expiration)
