Some of the ESSO PR Management Console Web Pages are displaying correctly and few are failing with below error.

'The server is not operational (0x8007203a)'

This is very generic error.

Note that there can be any change , either in AD hostname, port, SSL certificates etc, which may result in the error mentioned above.

Example Scenario:

In this particular scenario, the change below occurred but the actual cause was LDAP SSL port related.

The customer had changed the SSL cert on the password reset server.

The SSL cert on the password reset server was changed from:

They changed the IIS configuration to accept the new URL as a host header. Also changed the application settings for the EnrollmentClient, ManagementClient and ResetClient to the new URL. They restarted the IIS server and the Password reset service.

When they tried to access the reset page, 'The server is not operational. (0x8007203a)' is displayed.

The same message is displayed in various pages in the ManagementClient folder.

As the management client pages are being displayed correctly, this indicates IIS is functioning correctly but there is an issue with Password Reset.

When you Check the event logs, the log produced by the service and the iis logs and can find no errors listed.
