OWB Design Center Fails With "Error while trying to save layout: MappingEditorLayout.xml (Access denied)" (Doc ID 1540021.1)

In the OWB Design Center objects can be opened but when closing the object editor the following error is raised :

It works correctly when the OWB Design Center (owbclient.bat) is started with ''Run as administrator".
