OIM11gR2: Pre-Process Event Handler Not Triggered On Create Or Update (Doc ID 1540230.1)

Symptoms

Created a pre-process event handler and didn't get any error while registering it using ant -f pluginregistration.xml register. Also registered it in MDS by uploading the event handler XML to path /db/custom/. When one creates or modifies a user, don't see the custom event handler being executed. See the following warning in the oim_server1-diagnostic.log:
