PAK Files Not Being Processed Because Lock File is Present in Client Access Folder (Doc ID 1541160.1)

Symptoms

After applying <Patch:14538424> - ODDC PATCH 4 FOR 10.1.3.5.1, Pak files are no longer being processed by the Package Processing Service.  There is a lock file present in the Client Access folder.  If the lock file is removed, the Pak file is processed correctly.

This had been functioning correctly prior to Cumulative Patch 4 being applied.
