Oracle Access Manager (OAM) Console Policy Configuration Objects Missing/Blank After Install Due To OAMSSA-06252: The Policy Store Is Not Available (Doc ID 1541316.1)

Symptoms

Oracle Access Manager (OAM) 11.1.2 has been installed and configured with WebLogic Server 10.3.6.

The AdminServer was started up before the Security Store was configured using configureSecurityStore.

Then later configureSecurityStore.py script was run, apparently successfully, and the AdminServer was restarted.

Although the AdminServer gets to RUNNING state, when OAM Console is accessed at http://<AdminServerHost.Domain:Port>/oamconsole there is no Policy Configuration displayed.

The AdminServer diagnostic log shows the following errors earlier on during AdminServer startup:
