Custom AccessGate cannot communicate with the OAM managed server over simple mode

Following errors are seen in oam-diagnostic logs

[oam_server1] [ERROR] [OAMAGENT-02010] [AccessLogger] [tid: [ACTIVE].ExecuteThread: '1' for queue: 'weblogic.kernel.Default (self-tuning)'] [userId: <anonymous>] [ecid: 00f373d5f3ddb20a:-6b84bd:13d588fea54:-8000-0000000000000433,0:6] [APP: xxxxx] Oracle Access SDK initialization failed. [[ OAMAGENT-02055: An AccessGate with id TestAAAccessGateHost has not been configured through the Access System Console.
