Webcenter Portal Spaces Unavailable After Upgrade To 11.1.1.6 When Deployed in Staging Mode, "404 Not Found error" (Doc ID 1543011.1)

Symptoms

After upgrading a WebCenter Portal environment to 11.1.1.6, WebCenter Spaces is no longer available. When navigating to it in a browser, it returns a 404 Not Found error.

Also, the Spaces menu is not visible in the WebCenter/Portal tree in the Fusion Middleware Control (Enterprise Manager).

The managed server logfile shows this error:

java.lang.NoClassDefFoundError: oracle/webcenter/webcenterapp/admin/spaces/mxbeans/RefreshSpaceTemplateRepositoryMXBeanImpl
