ODSEE - The DSCC Console Shows the Directory Instances Status As "Stopped" When the ns-slapd Process Was Started

The customer installed 220.127.116.11.0 with the DSCC enabled with Tomcat.
After a reboot of the system the DSCC showed the two server instances had a status of "Stopped" even though the ns-slapd processes were started and functioning.
