OIM : Accounts are Not Created After Recon Job Using Custom ICF connector (Doc ID 1543492.1)

Symptoms

1) Create a new user in OIM user1
2) Add the same user user1 on the target system  
3) Run the recon job that uses the ICF connector to reconcile

An account in OIM for user1 should be created under the user Account tab however the account is not listed. The oim logs do not show any error and the event management screen shows that recon job has successfully performed matching target account to user account on OIM.
