FWMC is not accessible when Admin Server Set Up As Windows Service (Doc ID 1543501.1)

Symptoms

When Weblogic admin server is started as a Windows Service, it is observed that the below applications under the Weblogic console--> Deployments page are not active.  Where as if the same admin server is started via the startWeblogic script, all applications show up as active.
