FWMC is not accessible when Admin Server Set Up As Windows Service

Symptoms

When Weblogic admin server is started as a Windows Service, it is observed that the below applications under the Weblogic console--> Deployments page are not active.  Where as if the same admin server is started via the startWeblogic script, all applications show up as active.

-DMS Application (11.1.1.1.0)
-em
-FMW Welcome Page Application (11.1.0.0.0)
-NonJ2EEManagement (11.1.1)
-wsil-wls
