Symptoms

After a database upgrade, when the PL/SQL toolkit procedure 'htp.p' is called to render an accented character such as 'Ã' the following error is generated:


The issue can be reproduced by executing the procedure via the Oracle HTTP Server mod_plsql module, or by directly calling the procedure from SQL*Plus.

Changes

The Database was upgraded from Oracle 9 to Oracle 11.2.0.2.

As part of the upgrade, the character set was changed from WE8ISO8859P1 to AL32UTF8
