SOA 11g: When Adding ADF-BC Facts to a Business Rule, Only Oracle Database Connections are Shown

Symptoms
When trying to add ADF-BC Facts to a Business Rule it is only possible to use Oracle connections, even though the ADF-BC can use non-Oracle database connections.
The following steps can be used to reproduce the problem in JDeveloper:
1. Create a working SQL Server or any other non-Oracle database connection, either as IDE or Application connection.
2. Create a new project with a Business Rules.
3. Chose "Facts" and then the "ADF-BC Facts" tab.
4. Check available connections in the "Connection" drop down - it does not contain any of the non-Oracle connections.
