B2B EDIFACT Over Internet (INVOIC) AS2 1.1 - Getting Error: 5081: XEngine Error - Invalid Guideline (Doc ID 1546689.1)

Symptoms

Scenario: Inbound EDI_EDIFACT over Internet business protocol.
When processing an inbound message with a payload containing european characters, in B2B 10g, getting the following error:

5081: XEngine error - Invalid guideline.


Installation

OracleB2B 10g 10.1.2.3.0 + Patch 11670935



Changes

1. The error happens only when european (german) characters are received in the message payload. These characters belongs to ISO-8859-1 encoding.
In tip.properties, we have setup:
oracle.tip.adapter.b2b.encoding=ISO-8859-1
Still, getting the error.

2. Guideline ecs file : validated it using Document Editor.
Also, using Document Editor - Analyzer, validated input payload file.
Re-imported guideline, redeployed agreement, but still getting the issue.
