Symptoms
Fusion Middleware 11.1.1.6.0 or later installs based on WLS 10.3.6 with JRF, both manual and automatic generation of Diagnostics Framework incidents fails.
This happens for all Fusion Middleware installTypes using 32bit Weblogic Server in Solaris SPARC and Solaris x86 (32 or 64 bit).
It is not reproducible in Weblogic Server vanilla installs, or on other platforms.
Both manual and automatic generation of incidents are failing with the following set of errors in the WLS server log file:
